Sounds a lot like one I make. I also use onion soup mix and some of the commercial garlic mixes. (Garlic Garni, Primo's flavored garlic mixes, etc.) The barley also sounds like a great idea.
Update: I gave this a try with barley. I had to add water several times to accommodate the barley swelling up. Even with this, I ended up with something more like a chunky veggie chili--esque concoction than a stew. Tasted great.
